Steering Committee members include representatives of December 18, International Catholic Migration Commission (ICMC), International Federation for Human Rights (FIDH), International Labour Organisation (ILO), International Organization for Migration (IOM), International Trade Unions Confederation (ITUC), Migrant Forum in Asia (MFA),  Migrants Rights International (MRI), the Office of the High Commissioner for Human Rights (OHCHR), Public Services International (PSI), United Nations Educational, Scientific and Cultural Organization (UNESCO), World Council of Churches (WCC) and Amnesty International (AI) (observer).
